What is “Soliciting” and “harass” in MEAS 2018?

Under Definition of MEAS 2018, “Soliciting” means:

“to ask for or invite instructions”

Under Standard 5 – Terms of Engagement

“Harass” means

“Acting in a threatening or oppressive manner likely to cause alarm, annoyance and/or distress to the person.”

Therefore, if an agent or REN call you up and ask for a job (e.g. give me your house as I can sell for you), and repeatedly annoying you, he is committing both “soliciting” and “harassing” in contravention of the Standard.
